The Government has prepared an amendment to the Law on Civil Service and accompanying legislation. Continuing to respond promptly to changes in the public sector, the National Audit Office shares insights on the proposed reform of the civil service and hopes that the reform will contribute to the impact of public sector audits and the creation of benefits for society.

  • According to the auditors, the measures chosen to achieve the objectives of the reform would be even more effective if the implemented reform included several other aspects:
      
    •    To achieve the measurable objectives set for the institutions, their managers should be enabled to dispose of all the resources entrusted to the institution;
    •    The basic amount of the salary/remuneration, which links the private and public sector labour markets, should be unambiguously equated with the average gross monthly salary;
    •    All institutions involved in the process should be well prepared to implement the reform and receive timely methodological assistance.

It is also necessary to ensure the continuity of the planned actions and to carry out the planned review of the network of institutions so that the reform of the civil service contributes in a timely and qualitative manner to the growth of the efficiency of the public administration.

By reforming the civil service, strengthening management and leadership capacity, increasing the professionalism, flexibility and efficiency of the civil service, modernising human resource management and implementing innovations, the state would ensure more efficient and professional process management, and the public would receive higher quality services.
