Notary services made available in all municipalities following recommendations of the National Audit Office

Positive changes in the activities of notaries are taking place following the implementation of the recommendations of the National Audit Office. In all municipalities there are already possibilities to obtain notary services and in all notary offices they can be obtained remotely.

The National Audit Office carried out an audit in 2020 Is it ensured that functions delegated to bailiffs and notaries were performed effectively. The auditors found that not all Lithuanian citizens have equal access to services provided by notaries. A recommendation was made to the Ministry of Justice at the time to ensure equal physical accessibility to these services for all, where possible.

Following the implementation of the recommendation of the National Audit Office, the number of notarial services provided to the population increased. According to the data of the Lithuanian Chamber of Notaries, in the first half of 2025 about 70 000 remote notarial acts were performed. Compared to the same period in 2024, the number of such services increased by 22%.

"It is encouraging that the recommendations made by the National Audit Office lead to easier accessibility of notarial services for all - regardless of place of residence, age or health condition. When processes become faster, citizens can more conveniently deal with important legal issues and state functions are performed more efficiently", - says Auditor General Irena Segalovičienė.

Elders have the right to carry out notarial acts free of charge (e.g. to certify the authenticity of signatures of residents or copies of documents, etc.) for those residents who have declared their place of residence within the territory assigned to the ward. Following the recommendations of the National Audit Office, all elders carry out all notarial acts entrusted to them in the same way as notaries.
